The Passage des Panoramas is the oldest of the remaining covered arcades in Paris and may be found in the 2e arrondissement between the Boulevard Montmartre and Rue Saint-Marc. It was, in fact, one of the first covered commercial arcades in Europe and is now dominated by shops catering for philatelists. It also houses restaurants which are insulated from whatever the weather is doing outside ... which makes them understandably popular in winter!
