LOITERING WITH INTENT


I photographed this Black Sparrowhawk sitting motionless in a coral tree in our garden.
Was he digesting something he'd recently caught - something that didn't quite agree with him?  Or was he loitering with intent?  The intention being to do something nefarious ... 

"To loiter with intent" - to violate a law (now obsolete) that prohibited persons (and presumably birds of prey) from remaining in a given location without a clear purpose.

OJ - considering an obsolete law which should be re-instated
